I have read with great attention the report

which Your Excellency had the kindness to send me and have duly pondered over the question which is proposed to me.

The indispensable statistical elements on salt have missed me and are so difficult of obtaining, but by the rough calculation presented in the report I foresee the probability of

an increase in revenue, only that the new system imposes the

existence of a Customs Service which the Colony of Hongkong al- -ready possesses and which the Colony of Macco has to create.

As Your Excellency very well knows one of the principal export centres of salt to Macao is the neighbouring French Concession of Kong Chau Van, and to prevent therefore the smugling of this product it becomes indispensable the existence of an accord between the countries interested (having in mind the fact of salt coming in great quantity from Kong Chau Van), and established on terms that will permit of the coming of salt, prevent its smuggling, and protect the fishing industry.

I concur in principle with Your Excellency's plan, but the form of Customs Service at sea however should be better studied seeing that one of the reasons of the existence of Macao as an important port is principally the facility which the Chinese Junks find here. If this facility is prejudiced by the existence of Customs Service I have just fears that a great part of this small maritime commerce will abandon the port.

At the interview which I had with the

Superintendent of Imports and Exports of Hongkong, I had the occasion of considering succinctly the different points of the report.
